It's like this (now):

-PP and EMP are both equally valid for shooting shield tanks

-Barrage is signifcantly better for shooting armour tanks
Also, 90% of the time on <BS sized ships, Barrage is the mandatory ammo. Then again, all the T1 <BS sized ships got effectively nerfed with just one TD completely killing your falloff 
Nice Minmatar boost.
Last time I checked, EMP is 4tw. Barrage is ok, but usually kind of expensive. I get in nice and close for my pew pew.
Fall off is the same for all auto's, the optimal doesn't change THAT much with different ammo. (T2 does i know i know. But expensive.)
Do you PVP at all? If so, I'd suggest EMP ammo, it's teh bomz.

This whole thread makes me lol.
Minmatar are not really BEST at anything except speed.
2nd best damage all around, because they are capless.
Worst tanking all around.
2nd best for drones all around.
This makes training extremely tedious as no one thing is an advantage.
Tempest is fine, Muninn is fine, typhoon is fine, artillery is fine (use autocannons anyway.), target painters work pretty damn good, Bellicose is a support ship and works great, all a/f are borked.
And EMP ammo 4tw. Barrage has it's uses, but yeah, EMP 4tw.

Is this thread for real? I mean come on, the only valid argument is that the a/f need boosting.
This is stupid, why are all of you whining like a bunch of amarr? The minmatar are pretty much the best race IN THE GAME. It just takes a while to get there.
This is a "everyone getting a boost we want some too!" thread. And it's a waste of time. They devs aren't going to improve anything except the jag and the wolf because all A/F are broke. THAT'S IT. You all need a freaking wake up call if you don't realize how good the typhoon is. Same with the muninn. AHHHHHH.

Then you should love caldari...and missiles never miss. Or perhaps Gallente drone boats, doesn't really matter if they get jammed or TD or nos-ed...drones keep firing.

And finally to add to the hate I have for this thread:
Minmatar have capless weapons.
Minmatar have decent drone bays.
Minmatar are the fastest.
Minmatar can choose any damage type and do it decently well.
Minmatar can shield or armor tank.
Minmatar have missile ships and projectile ships.
Minmatar can fight any battle, long range, short range, mid range, ratting, missioning, tackling, logistics, ewar, freaking everything.
How can these morons be claiming minmatar need a boost! I'm freaking minmatar and find this thread whine to the extreme.
